Job Purpose Provincial Treasury, Western Cape Government seeks to employ a competent individual to manage the development and implementation of existing of financial administration systems as well as the provision of user support (help desk) and training to all provincial departments. This post is based in Cape Town.
Minimum Requirements An appropriate 3-year tertiary qualification (National Diploma/B-Degree) in Finance; A minimum of 3 years’ management experience leading decentralised financial systems teams; A valid code B driving licence.
Recommendation ICT Project Management experience; Sound experience in managing financial systems; Management of staff and major ICT system projects; Support and maintenance of financial systems experience.
Key Performance Areas To manage the provision of the improvement and implementation of existing transversal system and eventual transition to the IFMS, ensuring compliance with the PFMA and other relevant legislation; To manage the monitoring and reporting on financial management system’s performance, processes and other systems; To manage the rendering of effective technical and strategic support (Helpdesk); Accountable for the development, implementation and refinement of a risk management framework to assess security and veracity of data; Accountable for the development, implementation and refinement of a financial operational model that enforces good governance practices; Manage and be responsible for the roll-out of all major functionalities on transversal systems and the execution and co-ordination of all new financial system implementations; Manage the co-ordination and execution of Disaster recovery testing.
Competencies Knowledge of the following: Public sector financial management (PFMA, NTR, PTI’s); Public sector SCM legislation and policy frameworks; Public sector Personnel management; SITA act; Proven computer literacy: MS Office (Word, Excel, PowerPoint; Internet; Email); The following skills: People Management, Budgeting, Research, Presentation; Communication (written and verbal) skills in at least two of the three official languages of the Western Cape.
Remuneration All-inclusive salary package of R 697,011 per annum (Salary level 11)

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
